Elevated utilities consumption was reported during normal operation. Review of historical data identified hydrogen production rates consistently above process demand.

The plant design regulates the hydrogen header pressure through production control, with excess routed to flare only when required for pressure protection.

Operating practices were found to maintain a continuous flow to flare in order to dampen process variability. This indicated that stability was being achieved through material loss rather than through proper control behavior.

The assessment therefore recommended reviewing the existing header pressure-control structure to reduce routine flaring before considering any equipment, piping or instrumentation modifications.
