Engineering Decisions Should Follow Evidence
Industrial plants are complex dynamic systems.
Process behaviour, control strategies, instrumentation, equipment and operating practices continuously influence one another. As a result, engineering decisions should consider not only how the plant was designed to operate, but also how it actually behaves under normal operating conditions.
This is the foundation of Liutaio's engineering philosophy.
Evidence Before Conclusions
Engineering recommendations should follow technical evidence rather than predetermined solutions.
The appropriate engineering approach depends on the situation being examined, the behaviour observed, the available evidence and the consequences of the decision.
A Technically Sound Conclusion Should Be:
- –technically justified;
- –proportionate to the available evidence;
- –consistent with the actual operating conditions;
- –and communicated clearly enough to support an informed decision.
The objective is not to apply the same solution to every plant.
It is to
understand the engineering situation and determine what the evidence supports.
Understanding the Plant as It Actually Operates
Design intent is important, but it does not fully describe an operating plant.
Years of modifications, changing production requirements, control-system changes and operating practices can alter the way a plant behaves.
For this reason, engineering decisions should consider the relationship between the intended design and the plant's actual behaviour.
This may require examining process behaviour, control performance, instrumentation, equipment limitations, operating practices or the interactions between them.
The relevant evidence depends on the engineering question being addressed.
Independent Technical Judgment
Technical judgment should remain independent of predetermined commercial interests.
Recommendations should not be driven by the interests of an equipment supplier, implementation contractor, software vendor or other party whose commercial position depends on a particular outcome.
Independence does not mean disregarding the knowledge of the organization's own engineers.
It means providing an additional technical perspective that can confirm, challenge or refine existing conclusions on the basis of engineering evidence.
Reduce Uncertainty Before Committing
Engineering decisions are often made while some uncertainty remains.
The objective is not to eliminate every uncertainty before action becomes possible.
It is to identify the uncertainties that are relevant to the decision, understand their potential consequences, and reduce them sufficiently to support a technically defensible choice.
This principle applies whether the appropriate action is to investigate further, implement a known solution, or independently review a proposed decision.
Engineering Before Commercial Decisions
The engineering question comes first.
Understanding the situation, establishing the relevant evidence and reaching a technically justified conclusion should precede decisions about how the work may be undertaken.
Different engineering situations may therefore lead to different forms of technical engagement.
The starting point is not a predefined service.
It is the engineering reality of the plant.

The three engineering situations described earlier may begin differently, but the underlying philosophy remains the same:
Understand the situation. Examine the evidence. Apply independent technical judgment. Make the engineering decision with greater confidence.
